Farm Bill Discussions Continue With Focus on Risk Management and the Farm Economy

The 2026 Farm Bill discussion is continuing, and the Senate Agriculture Committee has released its draft of the legislation.

While the Farm Bill covers a wide range of agricultural and nutrition programs, several areas are especially relevant to the agricultural insurance and claims industry. The draft includes provisions tied to crop insurance, farm loans, disaster assistance, conservation programs, specialty crops, and broader farm safety net support.

For ag insurance and claims professionals, these conversations are important because the Farm Bill helps shape many of the programs producers may rely on when managing risk, recovering from weather events, navigating financial pressure, or making decisions for their operation.

One area to watch is crop insurance. According to reporting from Successful Farming and Iowa Capital Dispatch, both the House version and the Senate draft include language related to crop insurance coverage and the broader farm safety net. The article notes that the proposals would expand crop insurance discussions beyond traditional crop losses caused by drought, flood, or other natural disasters to also include certain losses tied to market price declines.

Disaster assistance is another important piece of the conversation. The Senate draft includes language that would authorize USDA to issue block grants to states following natural disasters, with the goal of providing assistance that may be quicker and more regionally suited. For producers facing severe weather, drought, flooding, or other agricultural losses, the structure and availability of disaster programs can play an important role in recovery.

The draft also includes provisions related to specialty crop producers, farm credit, conservation, and rural development. These topics may not always appear directly connected to the claims process, but they can influence the financial health of farm operations, the risk management tools available to producers, and the broader environment in which agricultural claims are handled.

The Farm Bill has not been fully reauthorized since 2018, and Congress has relied on extensions while lawmakers continue working through policy differences. As the Senate draft moves through the legislative process, additional changes and amendments are expected.

For the agricultural claims community, this is not just a policy discussion to watch from a distance. Changes to crop insurance, disaster assistance, conservation, farm loans, specialty crop support, and rural programs can all have practical effects on producers, insurers, agents, adjusters, and the professionals involved in agricultural losses.
